Warnings are the only thing that mods can do outside their section. And any mod can warn any user in any section. It all comes up in our reports. But technically i guess you can say that is outside of there section. So i understand what you are saying.

Moderators can't take "action" outside of their sections. Literally you can only use moderator tools in the section you are moderating.
