I've only used a bare bones(default everything) Photoshop in class a few times, and it's just too much hassle for me. In Gimp I know where pretty much everything is and I know how to make it do what I want. So I prefer Gimp.

You could follow the tut RainDrops posted and then rotate the layer so it's diagonal. Or find a scanline brush set and rotate those.

I'm more into any type of RPG and platformer. Least favorite is sports. If I wanted to play a sport, I'd go outside and do it, not set in front of a tv "emulating" it. Though games like Mario Tennis, Golf, etc I like because it's less of a simulation with all the wacky Nintendo charm.

Like scanlines? I don't use photoshop but it should really be an easy thing to do. Look for a "scanline tutorial". You could probably also find scanline brushes on deviantart or somewhere.
