Inkscape has a convert raster to vector function, with pretty good results considering. You should google "inkscape raster to vector tutorial" and follow along.

You can start pking effectively straight away with ranged, mage is more of an accompanying skill, so I'd go for ranged. You should consider 70 defense too.

Assuming he has peripherals (keyboard, etc) and a monitor, then this would be a pretty good system for casual gaming and web browsing. (Actually, it's pretty powerful, esp. for the price) CPU: Athlon II X4 640...
