I could say that too if i was going to scam a bunch of people, it's likely he used a fake paypal, fake info on it, got his money and gave himself enough time to transfer the funds elsewhere and he will leave that account with a negative balance and forget about it and still get to cash out. Personally i wanted to believe hes legit but i've come to the conclusion he probably isn't and either way i don't think the way he handled everything was the mature way to do it so it just made him look worse even if he was legit. I'd just charge back, i don't think anyone is getting anything sadly.

I trust him not to scam me and have not bugged him about it as i know how much he has on his plate right now.
