This happens when you're on a page viewing all the reps you've given or the reps that someone else has given. The image shows the total rep of a user (circled in purple) but clicking on it doesn't link to that persons rep, it links to your own rep. So on this page...

If all of your info is legit then ring them up and try to resolve it. It can take a while but just their follow the steps. If you're using fake info e.g. you're under 18, then you're fucked. I have a card stuck on a really old limited Paypal from 4 years ago and I still can't add it to my new one :(
