Run a command in administrative mode under CMD,
sfc /scannow

Then try shutting down after it has completed it's process of scanning and replacing all bad/corrupt systems files.
If it works your problem is solved.
If not
you'll need to enter the registry and force shutdown.

Here is the reg key you'd need to change.
Start/Run/Regedit
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\CrashControl

In the right pane choose AutoReboot/Right Click/Modify. Change value to 0 to disable and 1 to enable

Also:

Check in the BIOS option and see if in the power settings you have restart system after power loss YES.
If so , turn it to No.

Sure thing :). I really have a feeling its the second thing I mentioned since its a newer built PC.
when i change value to 0 to disable do i keep change it back to 1 or keep it on 0. Before i rightclicked to modify it was 1

When in doubt, always pull out.

The power cord obviously... But seriously though, if it doesn't turn off after that, run.

Put it to 0 and try it out, if it doesn't work put it back, and try the last thing I said.
None of these worked, you think a fresh install of windows would work ?

You mentioned it happened after you installed one thing, try a fresh install, without installing that one program.
