shit denies me to delete an item

okay so I bought this real shitty laptop and I'm planning on changing everything, like the system32 name and shit but I wanna solve some simple problems first..

there is some files I have saved on this computer and they don't seem to allow me to either access them or delete them.

i am an admin on the account yes. and the same with the file. I created it on this user.

right click the file, run as admin will work for this.
